Chairman Berman Releases Partial Draft of Aid Reform Bill

On July 1, the House Foreign Affairs Committee released the first 55 pages of the draft Global Partnerships Act of 2010, an aid reform bill which aims to replace the outdated Foreign Assistance Act of 1961. The discussion draft sets out a new “framework for effective, transparent and accountable United States foreign assistance.” Drafts of other bill sections are expected to be released later this summer.
